Genital herpes: This sounds like genital herpes. If it's the first time, you need valacyclovir or acyclovir by mouth; creams, ointments, and OTC treatments don't work. Without treatment, the problem will last 2-3 wk and may get worse. Herpes due to HSV2 raises risk of HIV if exposed, so be careful. You also need exam and treatment for other STIs (gonhorrhea, chlamydia, syphilis, HIV). See a doctor or clinic ASAP.

Fordyce's spots?: These described lesions are most likely not blisters but small spots of variable size of 1-3 mm. If so, they may represent the occurrence of Fordyce's spot, which are the ectopic sebaceous glands and not related with hair follicles. Of course, it is hard to tell with 100% accuracy without a direct look at. If still in doubt, see urologist or dermatologists. But still ask if you have long foreskin.

Get checked for STDs: go direstly for screening and abstain sexually until you are cleared.

Possible STD: You need to see your physician to check for possible std such as herpes or another std.  It is imperative that you not have unprotected intercourse until this is diagnosed, treated, and resolved.  Even then you may need to use protection depending on the diagnosis.
