Hives? : You should have a good clinician - either dermatologist, allergist, or GP examine the spots to see if this is an allergic skin reaction or not. If you are practicing safe sex, you should not have to worry- have this looked at ! If these spots come and go with skin rubbing, you may be experiencing a type of skin sensitivity called urticaria. Skin rash: Many kinds of skin rash could behave this way. Most non-blanching red spots are NOT petechieae. If this has persisted for some time and you are otherwise well, probably it's nothing serious. But see a dermatologist to figure out what's going on.

Purple spots: Where?, how long ? is it getting  worse?  How large? Red  could be fungal infection, eczema, psoriasis, or petechiae o rerythema marginatum ( from strep, rarely heart association) . Red/ purple could be  erythema nodosum-strep  autoimmune disease, infection-mycoplasma, cat scratch, medications-sulfa/PCN, rarely lymphoma.,  Follow up today with doc

Sounds like: what you are describing could be petechiae or ecchymoses.  This could be cause by drug/chemical exposure, insect bite, injury, or undiagnosed bleeding disorder.  It is best to show them to your doctor.

Doctor can examine: A daily moisturizing cream used 2-4 times a day helps to heal dry skin and to prevent return of dry rashes. Examples:  Cetaphil, CeraVe, Eucerin. Some people avoid creams with lanolin, aloe, or fragrances because they are sensitive to the ingredients. If the skin is a bit reddened, starts to itch, or is roughed up by scratching, some people use hydrocortisone cream for a week or so.
