Bladder Infection: The best thing would be to get Urine examined for UA (Urine Analysis) and Culture, before you start any antibiotic. Even if the urinalysis is negative, and you felt better with treatment, you would be OK. If the urine culture shows bacteria, the doctor can modufy treatmetn as needed.

Penis Burning: Irritation in the male urinary tract  can often cause burning that is felt at the tip of the penis.  The common causes can include anything that can cause irritation to the prostate, bladder or urethra such as infection, passing a urinary tract stone or other trauma.  A red meatus can sometimes indicate irritation, but is not a specific finding.

See doctor: Thats a tough one.  Never heard of a lump on the clitorus unless you've even having a lot of sex, had some trauma and an incidental uti.  The 2 phenomenon are not directly related unless the nerves are irritated on the clitorus and causing UTI sensation without an infection.
