Cool soaks may help: Dark circles occur when the blood vessels beneath the skin show through in those that have thinner skin in this area.  Allergies can make this worse.  Use allergy meds as needed and try cool soaks to the area.  You can probably make it better, but not get rid of these entirely.

Black bag of courage: Assumming the "black marks" are not a black eye from contact there is very little one can do to get rid of "allergic shinners". If congestion is controlled with appropriate treatment in time the darkness can fade. If vanity requires makeup can cover-up the evidence.

Circulation: If you press hard enough on the eye, you will stop the blood flow to the eye.  This will cause the vision to darken briefly.   I suggest not rubbing your eyes this hard, or better, treat the problem that is causing you to rub your eyes.

These are floaters: There are many things that can cause black lines or "floaters" in your vision.  It could simply be the natural gel in the eye (vitreous), but it could be something more serious, like blood, a tear in the retina or a retinal detachment.  If you have these symptoms you should be evaluated by a retina specialist immediately.
