If it's your foot-: -how does your wife know it's burning? Such lesions can only be evaluated by an office visit to a dermatologist.

can my husband have a planters wart on his finger tip or is it something else? it is a  little black dot under the skin, & hurts him when he pushes down on it. it is on the very tip of his finger.

Warts : Warts are caused by human papilloma viruses (hpv). Different hpv viruses tend to live in different parts of the body. Most plantar warts are caused by hpv1. Plantar warts are on the plantar surface of the foot. What you are describing sounds like it may be a wart. However, it probably a different hpv than a foot wart.  Iif he sees the dermatologist this can likely be treated easily. Take care.

? Folliculitis: It is not feasible to provide a meaningful opinion without examining you. From what you described it could be inflammation/infection in a hair follicle. You may try warm compresses to make it "ripe". If it pops, you may use neosporin ointment for infection. Do not try to pop it manually.
For good health - Have a diet rich in fresh vegetables, fruits, whole grains, milk and milk products, nuts, beans, legumes, lentils and small amounts of lean meats. Avoid saturated fats. Drink enough water daily, so that your urine is mostly colorless. Exercise at least 150 minutes/week and increase the intensity of exercise gradually. Do not use tobacco, alcohol, weed or street drugs in any form. 
Practice safe sex.

Black dot: May be subcutaneous hematoma-small bleed under the skin, splinter ( pain?) , nevusi or rarely lesion. Would f/u with doc if does not go away in a month consider biopsy/dermatology consult..

Likely, just a varix: Likely, the black dot is just an harmless varix, which requires no Rx as long as being painless and no change in size over time. Penile pimple: is it tender  painful, red ? may be folliculitis consider some bacitracin or better mupirocin ( which requires a prescription), wear loose underwear, wash 2 x a day with soap and water avoid  hot tubs. May also be beginning pearly papules or Fordyce spots , though they are usually not with a black dot. f/u with doc/ urgent care
