Possibly yes.: The nerve distribution is in the ophthalmic branch of the trigeminal nerve. You can get these type of sensations from something called trigeminal neuralgia. It means the nerve gets irritated.
If it gets worse or more frequent you can go to your doctor and get something to help calm down nerve rotation.

i haven't been in the sun as much lately and i'm curious to know if that can cause vit d deficiency. im also getting skin crawling & biting sensation?

Vitamin D and skin: Lack of exposure to sun is certainly one common causes of vitamin d deficiency.

Deficiency of vitamin d can cause symptoms of tingling and numbness and feelings of crawling sensation on your skin as well.  This is called dysesthesia.   

A simple laboratory test can determine your vitamin d levels.

If these nerve endings are injured or damaged, you can have the strange feelings that you describe. This is a neuropathy. Your dermatologist seems to have ruled out common causes if itching without an associated rash. To be sure, schedule a follow-up evaluation with your dermatologist. Get it checked: out by your doctor as soon as you can for proper diagnosis and treatment.  It is unusual to have purple discoloration and changes in sensation in your feet unless the infection is located in that area.  It's also important to make sure you are on the correct antibiotic.

So...Yes to the possible deficiency question.

Eczema : Eczema, (think extra sensitive  dry  over reactive skin) gets much worse in the winter, especially areas that rub. The itch associated with this can seem to be an unnatural pain. This is because the nerves in the skin are in a sense wired differently. This may not be your problem and doesn't explain muscle twitching so have it checked out by your doctor. Use lots of moisturizers, avoid scratching.

Put something...: On them that tastes terrible, yet is harmless - lemon juice, castor oil, hot pepper juice etc.  There is also a application called "thumb" that is made just for this purpose.
