No: The two have no relation.
Many people who have had mastectomy may also have lymph nodes removed in the armpit. This may impede the flow of fluid from the arm back to the body. These people are often suggested to avoid trauma, finger sticks for blood work and blood pressure cuffs as that can increase the problem and cause lymphedema. That is the only connection.

Other arm: Generally most patients who have had a mastectomy will have dependent lymphedema of the affected arm, due to lymph node dissection.  You are perfectly able to take a blood pressure in the other arm.

Breast ca sx: After breast ca, sx there is changes in blood flow drainage especially if there was axillary nodes removed that will inter fer with lymphatic drainage . You will be at high risk for phlebitis and lymphangitis.

Risk of Lymphedema: Mastectomy often involves removing the axillary lymph nodes from the arm pit. It is believed that venopuncture and blood pressure measurements, especially if done repeatedly, can cause significant and fairly perment arm swelling  called lymphedema.

Can happen: Oncologist dealw ith cancer and other things related.  They may ask you to let your primary care physician order that test.

Though : Though a medical oncologist could best answer this, there are no blood tests currently recommended for follow-up of dcis (carcinoma in situ) of the breast.

Your best follow-up would be clinical breast exams by an experienced practitioner and mammograms of your other breast annually. If any unusual changes are noted on your mastectomy side (nodules, skin changes, etc.), those should be evaluated promptly.
