It is what it is.: Doesn't mean anything more or less than if somebody is tall or short in height. Neither good nor bad, it is what you make of it.

Train harder: Foot size has nothing to do with how fast you run.
If you want to run distance - long slow runs
if you want to run faster - i recommend interval training.

I'm sure if you : Look long enough you'll find someone willing to do it for you. I don't recommend it however. What if you ended up with a foot 3 sizes smaller but painful and swollen?

Not an indicator: The size of feet and length of fingers are not measures of final height.

Variation of normal: At best, this appears a variation of normal development. It does not necessarily indicate that there is something pathologic or genetically wrong. Fortunately, shoes and gloves come in different sizes.

Possible: Usually smaller hands than typical, will be associated with smaller than usual feet.  But it certainly doesn't have to be.  Now I have rather typical, perhaps somewhat larger than aveage, male foot size (10), but very large hands for a male, size 8-- the better to play those tough rachmaninoff reaches as a boy-:).

I guess telling you : Don't be self conscious might be oversimplifying. But, you really shouldn't be. In an average day, how many times do you think someone is really staring at your feet anyway? I look at feet all day. In my career i never really came across any that i felt someone should be embarrassed over. 
Perhaps smile more....They will be engaged with your smile their eyes won't make it down to your feet.

Not necessarily: Arm length is usually proportional to height but not foot size.

You can palm...: A basketball!  it really depends on your point of view.  There are neither advantages or disadvantages, just different abilities and liabilities.

You can hold more: With big hands, big feet offer a nice foundation to hold one up.
