Perhaps infection: try cleaning it with 1/2water/1/2 hydrogen peroxide and put topcial antibiotic ointment in it with cotton tip applicator. If not better see dermatologist

Impaction?: People with deep 'innies' may slowly build up shedded old skin cells, bacteria and other 'lint' in the belly button (umbilicus), and it may become an impacted infected mass of material, that causes pain near the area, or foul odor, or abscess. That is one possibility. Of course, a careful physical exam should reveal the problem.

Need examination.

Stop peroxide: First i'd try stopping the peroxide you're using a lot--you may be reacting to that. If it's not red, not having purulent discharge (pus), leave it alone and give it some time. If it's not improving, or if you get signs of an infection, please get it checked out by your doctor.

Umphylitis: Chronic infection and/or inflammation of the umbilicus is most likely present. Try warm compresses,pat dry gently and apply an antibacterial,antifungal cream to see if it resolves. Your pharmacist can recommend the cream or ointment. See your physician if symptoms persist.
