Usually : Usually the scrotum ("ballsack") contains only the testicles and supportive structures.  Three other things can appear in the scrotum that should not be there, a hydrocoele, which is a collection of fluid around the testicle and typically presents as a painless swelling of the scrotum.  The next is a varicocele, which is an abnormal enlargement of the vein that is in the scrotum draining the testicles, and may present as: aching pain within scrotum, a feeling of heaviness in the testicle or a visible or palpable (able to be felt) enlarged vein.  The last is an inguinal hernia, which is a protrusion of abdominal-cavity contents (usually intestine) through the inguinal canal, and sometimes extending into the scrotum.  Since the only thing in the above that can gurgle or bubble is intestine, my impression is that you have an inguinal hernia.  A physician can tell by examining you, in some cases an ultrasound or ct scan may be required to confirm the diagnosis.

Prescription medications for more severe rash can include Oxistat topical, or oral medications such as Diflucan also, bathe daily, stay dry, don't share personal items, treat athlete's foot if present, and stay cool.

No: If you cut your finger do you think it would stop its growth or get smaller?
By 16 your penis is likely already fully grown or nearly fully grown. 
Cutting it should not cause any lasting harm.
But, as you have learned, be very careful if you try this again...
