Sometimes: It is normal for young children to toe-walk early after they have learned to walk, periodically, until age 3 or so.  If toe walking persists beyond this point it is typically due to another problem.  Classically it has been associated with muscular dystrophy but is also be caused by other neuromuscular diseases.  In some cases, autistic children toe-walk, but this is not usually the first sign.

Tip Toes: Infants are born with relatively tight heel cords and initially will tip toe a lot. This slowly changes with time. But some will tip toe into toddlerhood and longer. Depends: There are plenty of toe walkers in this world with no issues, but with some you can have a contracted or short achilles tendon. This can cause other pathology. Bottom line, if there is no pain, i would not worry so much. In a child, heel lifts in the shoes can help train the child to eliminate the condition. (if in a child - a consultation with podiatrist is recommended.).
