See a doctor: The rash could be from any number of things i would stop trying to treat yourself and see a doctor especially a dermatologist. It could be a " folliculitis which is treatable.

Ringworm: You can use apple cider but try Nizoral (ketoconazole) 1 percent available over the counter for a possible better result.

Dry scalp: Prevent dryness (don't wash hair too often). A primary doctor or dermatologist can look for psoriasis, eczema, or fungal infections if worrisome scalp symptoms. If checking for fungal infections, the dermatologist may take hair samples to culture. Doctors may also try some cortisone or Kenalog (triamcinolone) sprays to counteract dryness. Some patients put olive oil on the scalp for a while, before washing.

Apple cider: is not going to help baldness.
Minoxidil, is hard to say; it is effective ONLY on some patterns of baldness and NOT on receeding hairline. AND irritated scalp is more likely to react to any drug put onto it. Furthermore, enough irritaiton can cause baldness (and responds to anti-inflammatories). I guess I am recommending a dermatologist.
