Dental Issue: Has your father been examined by a dentist to rule out any dental problems? If not, it would be wise to make an appointment. It may be an abscess that keeps draining.

Possible but: In the absence of itching, allergy is less likely.  If you must eat brazil nut again in the future, consider consulting an allergist who can confirm or disprove this link for you.

Irritation?: Allergic reaction is usually associated with itching When it burns, it points more to an irritant (very hot beverage, toothpaste-esp with whitening agent, mouth wash etc) If the problem persists, see your dentist.  I presume that  it does not involve your tongue.

Angioneurotic edema: Swelling of the eyes and mouth is usually caused by an allergy to something taken internally. You should consult her doctor to try to figure out what she is allergic to. It is often difficult to know for sure what causes it. If she has noisy breathing or struggles when taking a breath, she should be taken to the ER.

Allergies: Allergies can cause watering of eyes. I don't think the head injury is related. You could try taking an antihistamine for relief. I favor a nonsedating antihistamine like claritin, especially in view of the head injury.

Medication: Either an antihistamine or a steroid or both, depending on the severity of the reaction, can aid in reducing the swelling. Your physician needs to prescribe these meds.
