Sequence: Benzoyl peroxide is the best over-the-counter remedy; i've had success with adding prescribed topical Clindamycin and replacing benzoyl peroxide with a retinoic acid derivative if lots of blackheads. Next step if needed is a systemic antibiotic that's right for the person or the oral contraceptive pill for a woman who can & wants to take it. Dermatologists have the big guns.

Perioral Dermatitis: Perioral dermatitis is a facial rash that causes bumps to develop around the mouth. 
The condition is most commonly seen in young women (90% of cases), but it can affect men as well.
Treatment is with prescription oral antibiotics like Solodyn (minocycline) or Doryx and topicals like Ziana or Epiduo.

Acne : Acne around the mouth in a 21 year old (female?) is quite common.  Typically, topical therapy is only partially effective.  I would recommend that you use a benzoyl peroxide cleanser and gel (like panoxyl which is otc) and also see a dermatologist who can possibly prescribe an oral antibiotic.  Some patients can improve with birth control pills as well.  If your acne is cystic in nature, there is a risk of scarring so i would recommend you get evaluated to reduce the chances of this. Treat it: All acne is actually hormonal. That stuff about the jawline is dubious at best. Why not get yourself a tube of retinoic acid and apply it to your face as tolerated? This would be my choice if it's a lot of comedones. Searching for a cause of acne is almost never productive. If you're not clear in two weeks, get with your personal physician who can add antibiotic / spironolactone.

Acne : Acne in middle aged woman is quite common.  Fortunately, there are many effective treatment options. Please read about some treatment options such as possibly spironolactone (hormone blocker), antibiotic, or other therapies at the link below. I hope that helps a little.
