It : It is difficult to say which is "worse."  it depends on what you mean by it.  An acl tear can cause buckling of the knee on stairs or during side-to-side action in athletics.  A meniscal tear can cause catching and locking of the knee.  Both can be painful.  Both can predispose the knee to later arthritis.

If you're over 60, a meniscal tear can be a normal part of aging.  On the other hand, some people can use their muscles to compensate for an acl tear.

What we do know it that they are worse in combination.  The instability from the acl tear can cause more damage to the torn meniscus and accelerate wear in the knee.

Acl reconstruction usually has a prolonged recovery period with intense physical therapy to prevent a stiff knee.  Meniscal tear surgery usually has a less intense recovery period.  Most adults have to have the loose, torn portions removed.  The recovery afterwards is based on pain and swelling.  However, in young athletes, who can have meniscal repairs, the recovery may be similar to acl reconstruction.

Not ideal: If personal reasons preclude proceeding sooner, avoid any high impact activities or deep squatting. Waiting 4 months could make the meniscus irreparable and affect your long term outcome

Some it is confusing: Stretch should cause as much symptoms as tear, swelling will be less and improvement without the surgery will happened, but with tear symptoms will persist and cause more trouble (giving out, swelling).
Of course your orthopedic surgeon when he examine you he could tell the difference between  the two.
Mri is the test to tell also the difference between the two.

ACL and meniscus: Costs vary with type of anesthesia, location of procedure, implants or products used, sometimes with time in or and recovery, meds needed, pt duration, any imaging, bracing, dressings, crutches. Ask your orthopedic surgeon for their fees, but remember the cost of pt and bracing will increase the bottom line.

Just an estimate: While hard to be specific without knowing more of the details, from the list you are asking about, the acl is likely the limiting factor.  The healing and therapy after an acl reconstruction is 6-9 months.  The meniscus and mcl will heal during this time, but the acl usually takes the longest.

How do you feel ?: Partial acl tears generally do well with therapy.  Meniscus tears may also do well but it depends on your symptoms, tear size/pattern, and several other factors. I generally go the conservative route first in most patients but some i do rec surgery first, such those with locked knees, complete  acl tears and young athletes

Better function: After surgery, depending on if the meniscus is repair or removed, you should be involved in a rehab protocol the is specific for acl/meniscus recovery.  The rehab takes 4-6 months, plus the time to get back to your sport specific activities.  My patients are not allowed to do any cutting or pivoting until 8 months after surgery.
