No: Small bleeding or spotting in early pregnancy typically doesn't have anything to do with having a diagnosis of polycystic ovarian syndrome.  It's likely coming from the placenta. Given the fact that you saw a good heartbeat on the ultrasound is very reassuring.

1st trimester: The rate of 1st trimester decreases when a heart beat is seen and decreases each week. Beyond that we can not make predictions in individual cases.

Unfortunately not: If your dates are accurate then there is no such thing as a healthy pregnancy that can result if there is no heartbeat by this time. The blood test is simply confirming the inevitable. Sorry.

Too early: The earliest your OB might hear the heartbeat is about 10 weeks. The Doppler sold to the public may not be as sensitive, so it might be later than 10 weeks.

Relax - folic acid!: Erroneous pregnancy dates are very common in the setting you describe - trust the sonographic measurements more than your recollection of your last menstrual period, take Folic Acid 1-5 mg daily and maintain a positive attitude. Miscarriage is a risk for any early pregnancy - you are no different, however the detection of embryonic cardiac activity decreases your risk to ~10% only. Congratulations.

Normal: Baby's heart beat is not audible until the 9-10th week at the earliest, even with doppler. Usually it's heard around the 12-14th week. 
Take a deep breath in and let it out slowly over 8 seconds - be calm....
