It's normal: I can understand how you might be concerned but if they probably are similar in color to you palms and soles. These are areas of you body that do not require much meloin or color to prtect from the sun naturally. I would advise you realize this is a very normal situation.

Doctor can evaluate: Dark patches are hard to describe in words. A doctor's exam can help decide what spots on the chest and back might be. Spots can be "post-inflammatory", the residual effects of an earlier rash. Spots can be skin reactions with chemicals, leaving colored stains. They can be eczema (sensitive, dry skin), fungal infections (tinea versicolor), psoriasis (autoimmune disorder), pityriasis rosea, etc...

Plastic surgeon: The only way to safely increase just the size of your buttocks is to have it done surgically as plastic/cosmetic surgery. There is no "home remedy" way or exercises that will target just that area for increase in size, very similar to breasts. If desire wt gain then more calories are necessary. If desire wt loss then more physical activity, healthy nutrition, & good restful sleep are very important. 1500 cal/day would result in loss of 1 lb per week (slow & steady).
