Not enough info: At 11 weeks gestation i care far less about your uterine size than the size of the fetus .  If you can provide that information it would be helpful.

Usually : Usually it takes 1 to 2 months for your uterus to involute or shrink down to a non pregnant size. However the size will always be larger after a term pregnancy and with a c-section the position of the uterus can change. It is only 6 weeks since your delivery so perhaps this is why but if it does not shrink soon you should go to see your health care provider to make sure there is not a uterine fibroid or other reason. Having a larger uterus because of a pregnancy does not prevent future pregnancies as long as the uterus is still a normal uterus.

can the pregnancy be missed if technician checked for only 3-4 minutes and focused on ovaries? thanks?

: A "15 week pregnancy" is difficult to "miss" by an experienced U/S technician.  By fifteen weeks, the size of the uterus is enlarging the abdomen well beyond normal dimensions.  Get another U/S as a second opinion, b/c if the pregnancy did not for some reason survive, the uterine U/S may not show a viable pregnancy of that gestational age.

No: It will not affect the baby's development. Depending on where it is, and if it enlarges during pregnancy, it could pose a problem for vaginal delivery.

Difficult to say: Hopefully you're endometrial oblation will control the abnormal bleeding. But a 10 week lumpy uterus may either indicate multiple or a single uterine fibroid or adenomyosis.

i am 29 weeks pregs. fetal gestational age is already above 31 weeks. but my uterus size is only 27-28 weeks. i hope things are normal. pls advice?

Unclear: From your information it looks like the uterine size is appropriate for your gestation.  I'm not sure what you are referring to as gestational age.  If there is a question a sonogram should be able to accurately asses growth.
