PMS: 12 days post ovulation would calculate out to be right before your menstrual cycle should begin. This is when those who have PMS start to have symptoms. If your symptoms started earlier in the cycle and then disappeared right before your cycle then PMS may not be the correct diagnosis.

Pregnancy symptoms: The only post-ovulation symptoms you might expect to experience are pre-menstrual symptoms...since menstruation begins on day 14 post-ovulation...unless, of course, you got pregnant at the time of ovulation.

After missed period: Conception, as defined by the generation of a fertilized ovum, occurs within day or so of the sex. However, it takes about two weeks for the embryo to make enough HCG to produce a positive pregnancy test. Blood test may be done a day after a missed period. Home pregnancy tests should be done 4-5 days after the missed period. If the result is negative repeat the test in 4-5 days. Use first morning urine and follow instructions for the test carefully. If you do not wish to be pregnant, use contraception all the time, every time. You may consider implanted contraceptive, or IUD. 
Practice safe sex.

Borderline: In a text book setting we like the BHCG levels to increase by 66% every 48 hours. Your is increasing slightly below that rate. Life is not a text book though so one can not draw any conclusions based on those levels other than continued monitoring is needed.

"fluttering": Assuming "dpo" means "days post ovulation", if no period occurs in the next week, get a serum HCG level to determine pregnancy accurately. The "flutters" are probably just minor muscle contractions, and not related to possible pregnancy.
