Cystitis/vaginitis?: Whether the source of the bleeding is from the vagina or bladder, neither are normal and it requires evaluation to make sure there is no infection, cancerous tumor, or other significant problem. Would recommend seeing a urologist if blood is in the urine or gynecologist if bleeding is from the vagina.
