Needs further eval: Was this ulcer cultured for std, was this ulcer a result of trauma(scratching) is there an underlying skin condition called lichen planus or/and lichen sclerosus. These conditions are treatable and can reverse the changes that you refer to. But needs to be well evaluated to begin with.
