The past five days i have had a brown clumpy discharge with uncomfortable itching. i am sexually active but on birth control. what could this be?

Infection: Itching almost always implies that you may have a yeast infection. Brown clumpy discharge may not having anything to do with the itch, as it sounds like old blood. The fact that discharge is clumpy also leads one to believe may be yeast. You could check with doctor or try over counter anti-yeast cream. If still persists, can get tested for other bacterial infections in the vagina.
