This is quite common for HSV type 1; around a third of infected people have negative HSV1 antibody tests. Much more rarely for HSV2, but around 2-5% do not test positive for antibody. However, the absence of both symptoms (no recognized outbreak) and antibody is nearly 100% proof against being infected with HSV2.
