The two issues may be unrelated. For constipation - You may take a fiber laxative like Metamucil and drink enough water daily so that your urine is colorless. For the long term you may try to increase your intake of fiber foods. The constipation that you are describing does not sound like it is likely to be related to your menstrual cycle. I would recommend that you eat a high fiber diet and drink plenty of fluids as a start. If the problem persists long-term come and see your primary care doctor. Good luck.
