Is it normal to start spotting/or period on first day of the sugar pills while on low dose birth control? i have been on it for a year?

Yes: Those are the days your period is supposed to occur - during the sugar pills. The ones leading up to those have less and less hormone. so period on first day of sugar pills is actually quite common.
