Needs to be examined: Because it is not normal to have burning sensations in the penis, one would need an evaluation by his doctor, and get a good exam and some urine tests done. Urinary tract infection is possible, but there are also other less common reasons for such symptoms. Urethritis is inflammation of the urethra, and can cause such symptoms, but does not have to be an infection.
