Plan B ?: "Plan B" is not always effective, and can produce withdrawal bleeding/cramping a day or so after taking it, but not 8-12 days later. The "pain and cramping" may be from infection, so if this persists, and no menstruation occurs, see your gyn physician for a serum HCG test for pregnancy, and a culture to determine if you have an infection.
