Yes, it's safe: It is long since past time when you could and should have resumed sex with your life. The 4th generation tests are conclusive any time 6 weeks or more after the last possible exposure. All testing beyond that date were unnecessary. For sure you do not have HIV. Also no worries about STDs; most standard STD tests also are highly reliable.
