Not likely: Exceedingly unlikely. If someone who has never had intercourse has a positive chlamydia test, it's probably the test that is wrong ("false positive"). Or I would doubt the history of virginity. However, rare cases may occur in virgins, for example if a male partner ejaculated near her vaginal area without penetration.
