Swollen Penis: I need more information to answer this question well. But you may get immediate hep by getting in to your family physician.
Swelling implies either trauma or infection. Masturbation can lead to abrasion if there is no lubrication and without knowing more i would believe this is the case...That is unless you are using lubrication and you are allergic to that lubrication.

Normal erection: It's normal for your penis to get swollen during masturbation in anticipation of ejaculating, once you ejaculate the swelling will start to go away. If you are not ejaculating the swelling could remain for awhile.
