Maybe: If a guy can go to his doctor without his parents, that is fine. If needing a parent to take him there, that is fine too. The described situation sounds like a part of the foreskin is attached to the glans (head of the penis). That is no big deal, as the foreskin eventually comes off the glans, or one may peel it off. The doctor can examine it and help peel it off... if that indeed is the problem.
