One way to completely stop STD transmission is for both the boy and the girl to keep their jeans on, fully zipped and buttoned... until they are both cleared by their doctors as STD-free, and committed to being monogamous, as in being married and settled down. A married couple, STD-free, should not be able to catch a non-existent STD from one-another.

No: Transfer of STD germs takes only seconds and is possible at any moment of sexual contact.Washing the area afterward may give you something to do that makes you feel better but it doesn't cancel out the possibility you already have germs inside you.
