SAFE-ER: If by 'safe' you mean significantly reduced risk of pregnancy and sexually transmitted disease, and by 'protected' you mean the male partner's correct use of a condom with spermicide agent; then the answer is yes. Understand however that there are no 100% effective "protection" methods other than complete abstinence.
