Breast size&amp;estrogen: During the 3rd week of your menstrual cycle both estrogen and progesterone are reaching their peak productions which can cause fluid retention which abates when the next menstrual period occurs. If pregnant, the changes stay in preparation for use with the developing pregnancy.
