Is it possible that i got pregnant with a tubal ligation in jan 2003 but no period or symptoms of period since feb 2013?

Unlikely: It would be very unusual but not impossible. If there is any question, you should have a pregnancy test. In the rare cases of pregnancy after a tubal ligation it is often ectopic so it is important to be evaluated carefully if the pregnancy test is positive.
