Could be fungal: Infection.Check with your doctor to make appropriate diagnosis.

See doctor: If you use a latex condom, the rash may be from latex allergy which may not show up until many hours after using. Another issue may well be an infection such as a candida infection especially if uncircumcised. See your doctor.
