Yes, some can.: We often think boys enter puberty in their TEENS (ie 13 or 14), but studies from UNC have shown that normal male puberty can begin at 9, especially in African American youth. However, 10 years old is still RELATIVELY young. So if you suspect that a child might be maturing earlier or FASTER than normal, you may seek the advice of an adolescent specialist who can rule out precocious puberty.
