No, but...: Ejaculation is the ending phase of sex cycle from sexual arousal to erection to orgasm/ejaculation, but at least some degree of penile engorgement under arousal would help achieve ejaculation. Ejaculate without any penile erection would be hard, but electrical-induced seminal vesicle contraction may induce ejaculation - elecro-ejacualtion - which is done for some patients with spinal cord injury.
