Discuss with your provider to evaulate for possible external influences that would teach this behavior and ensure that your child is not left unattended. If pubertal, it is a bit young. See your physician to discuss precocious puberty.

Certainly: Some boys discover the pleasant sensation of rubbing the penis at a very early age, this can be called masturbation. Many boys go through puberty by or at age-11-years although most of them become pubertal at- age 12-14 yrs. Masturbation after puberty is normal & not unhealthy. He should be advised to do it in the privacy of his own room or bathroom, oherwise it is antisocial.
