Of course: Anyone having intercourse without birth control or condoms is at risk of getting pregnant. If sperm is deposited in the vagina then pregnancy is possible. There are around 4 million sperm in preejaculatory fluid and it only takes one.

Yes: Once a male has released pre-ejaculate in the vagina - it is not possible to clean out all the sperm.
