If a tern gets peyronies disease and is still going through puberty; can his penis still grow after plaque removal surgery?

Unknown: There are many studies of penises and much work studying terns. However, I am unaware of any study of the terns' penises. Most birds do not have a penis. Most birds have a little lump called a cloaca. So it is unlikely a tern would get peyronies disease.
