It sort of depends: With an erect penis, there would be no difference in size, as the foreskin would be naturally retracted by the erection. With a flaccid penis, the uncircumcised penis would be a little bit longer than the circumcised one, as the foreskin would extend a bit beyond the head (glans) of the penis. Functionally, there would be no difference.
