Premature ejaculatio: You're describing an orgasm soon after initiating foreplay. This is not so much an issue of erectile dysfunction as it is one of premature ejaculation. I suspect that you're then referring to the refractory period in which it is physiologically impossible to achieve another erection. This period of time increases w/age and is normal. Premature ejaculation can be treated.
