Possibly: Hemorrhage can occur from seepage of a vein under the conjunctival lining of the eye. It stays bright red and for a while will spread over a larger area looking quite dramatic. Pain usually is absent to minimal. If you have much pain or the vision is altered, then you need evaluation by your ophthalmolgist.
