Depends: Some studies say there's no sperm in pre-ejaculate, others disagree. Even if there's no sperm there's the usual risk of sti's such as chlamydia as well. So if you're in a stable relationship with a partner you trust and are trying to conceive or on reliable birth control it's ok.
