Yes: An intact hymen that allows menstrual blood to be expelled outward, would also allow sperm to go inward. I know some virginal women will allow men to insert the tip of the penis between the labia as part of sex play. If this happens and he ejaculates, its very likely the semen will make it inside the vagina. My college friend got his virginal gf pregnant this way.
