Lots of options: The clitoris can become swollen and inflamed from an infection, allergic reaction, rough sexual play etc. Unless it develops an abscess the clitoris does not make a discharge. It may be covered with a vaginal discharge. If you have a persistent discharge that is not normal for you, it is time for an exam, call your family doctor!
