? in what way ?: There is one common and one rare possibility.The inner lips/labia minora often nit up from the bottom and may cover the opening and this can be a recurring issue in some infants. Totally closed it impairs urine flow and can lead to UTI's. The doc can provide a cream to help this dissolve. Skin covering the vagina, or an imperforate hymen is a rare problem that should be referred for correction.
