Usually not: These men are frustrated, alone, mentally unstable, often with lower iqs but usually not dangerous.

Well: If in public view, that's not good. Masturbation is not bad, what's bad is if the person violates the right of other (public masturbation, sodomy/rape etc). If you think there is something wrong or in danger, run away, get help, or call police.
