Depends: The most important thing we need to rule out is a sexually transmitted infection if you have had unprotected sex in the past. I would see your doctor to have it examined and also to be tested. It could also be a local, allergic reaction to something if you have applied anything new to that area. In either case, I still recommend seeing your doctor.

Few different things: It could be a variety of different conditions varying from mechanical irritation to infections. Some of the infections can be sexually transmitted (for example, herpes) so you should get it checked out right away.

Must consider..: Infectious and noninfectious causes. Infectious causes would be like a herpes outbreak, chancroid, or lymphogranuloma venereum. Do you have pain with urination? This could point to chlamydia as well. You really probably need to have it looked at in person by a physician to properly and correctly diagnose you and then hopefully be able to treat you properly.

STD vs normal: Could be papilloma virus or herpes. No sexual activity as long as there is pain. Other infections can cause these symptoms. This could be trichomoniasis. Could be penile papules. Most importantly defer sexual activity as long as symptoms continue. Could be hair follicles if at base of penis. Could be yeast infection so have your blood sugar checked. Possibly STD. May need Rx. See urologist.
